Manea, who is just 17 years old, is set to make the move to the Premier League afer a £2.3 million deal was agreed with his current club, Viitorul Constanta.
He already has a cap for the full Romanian national team which proves the talent and potential he has.
Arsenal and Ajax were also taking a liking to the defender but it seems Chelsea have got in there first and agreed a deal for Manea to sign on at the end of the season.
It is reported that he will sign a five-year deal at Stamford Bridge, it is possible that the right-back will be moved on to Vitesse Arnhem to improve his development.
